Since I suspect this device is more than just an IR transceiver it probably has a usb hub in it as well.
With a little research I found that Windows 7 has a nice new power management debugging facility built in. I have tried uninstalling, shutting down, reconnecting multiple times. Is this a combined device IR and card reader?

Very few platforms support the S1 or S2 Sleep states. I haven’t tried it yet, but it looks like there are hooks for taking actions on all sorts of windows events including ACPI, new log entries, etc etc etc.
